Tide and Port Honduras

The Toledo Institute for Development and Environment (TIDE) was founded in 1997 as a grassroots response to the negative environmental effects of unsustainable activities in the Toledo District, the southernmost district of Belize. It now aims to monitor and manage Toledo’s natural resources and lead the development of responsible tourism and other environmentally sustainable economic alternatives by providing training and support to local communities. Among its many activities is the primary management of Port Honduras, a marine reserve in the Gulf of Honduras.

 

Managing Port Honduras

Although TIDE also conducts research and monitoring programs in Port Honduras, its main focus is on patrolling the reserve’s waters. Rangers stop boats and discuss environmental issues with local fishermen and resource users, working to educate them about the reserve's rules and regulations. When rangers find illegal catch, such as undersize lobster or conch caught during the closed season, it is confiscated and the fishermen are given a warning on the first occasion, or a fine if they are repeat offenders. These patrols are conducted daily and are always performed by at least two rangers.

 

Involving the Community

TIDE emphasizes community involvement in the management of Port Honduras and has formed an advisory committee to provide community guidance. In addition, both rangers and members of the TIDE Board of Directors are local residents and former fisherman, making Port Honduras a model of a community-managed marine area.

 

Patrol Cost

When fuel, rangers’ salary, boat and equipment maintenance/ replacement costs are considered, each daily patrol costs approximately US $200 to perform. This amounts to a $6,000 per month and $72,000 per year.
