Harley learned to sail in Lightnings, dodging lake freighters on the Detroit River in the mid-sixties. He has messed about in boats ever since—back East, in the Caribbean and along the West Coast. Harley has lived aboard a series of boats here in the Bay area and began teaching at OCSC in the summer of 2000. He has a USCG Masters License in addition to his US Sailing Basic Keelboat Instructor Certification.
